Never Fail in Preparedness

Usually, those who are samurai, even though they may be in however much poverty, in the end never fail in their preparedness. Also, even though they may establish themselves [successfully] in the world, they never lose a habitual resolve from unrestrained wealth or rank. They govern justly, benefit the people, and fulfill the people’s expections.

凡そ士たる者何程困窮すと云へども、遂に士の覚悟を失はず、又顕達すると云へども、富貴に淫して平生の志を亡失することなく、治を致し民を沢し民の素望に協ふなり。
